How long is the Hozugawa River boat ride?
Why it changes
The river sets the pace, not the timetable. After rain, the current does most of the work and the boat covers 16 km in around an hour. In a dry spell the crew poles and rows a lot more, and the same run stretches out. Neither version is worse. The slow one gives you more time with the tow paths and the rock formations; the fast one is the one where you will want a poncho, which is covered under do you get wet.
Block out half a day, not 100 minutes. Kyoto Station to Kameoka is 20 to 30 minutes, the pier walk is another ten, and the Arashiyama landing is a 15 to 20 minute walk from the station you leave from. The route page has the times both ways.
What that means for your day
An early weekday departure leaves you in Arashiyama by late morning with the afternoon intact. A mid-afternoon sailing does not.
